Reset the Home Screen Layout...
Resetting the Home Screen Layout would rid off all unnecessary errors items from it, thereby ridding of this icon.
If it is not rid of, then a restoration seems the way to go about this.
So, see if resetting it fixes this.

Reset the Home Screen Layout...
Everything will show up a default, including (i.e. Contacts). You'll have to make note of what is on each Home Screen, prior to resetting it.

Why "Open"?
You are seeing "Open" because is it already installed.
I also have this “white icon” issue.
It occurred after attempting to uninstall the Zoom app in an iPhone 8. I’m prevented from downloading and reinstalling the Zoom app from the App Store as the site apparently believes the app still exists on my device.
The app will not launch nor does it appear as a listing in Settings - General - iPhone Storage.
Thank you for your reply Stonephotograpy. I placed the icon in its current location merely to isolate and illustrate the issue. I’m not certain how a Home Screen reset will repair the issue. I also performed a device reset to no avail. The device as well as the App Store believe the Zoom app is installed but the app will not launch nor can I completely uninstall it. My next attempt will be to restore my device from my Windows 10 machine using the most recent locally stored iTunes backup.
