If the restart doesn't help then take a backup of the device and Erase All Content & Settings.

Set it up as a new device. Check the Camera

If all Ok then restore from the Backup else take the device for repair.

Restart the device. That's it.
Still not solved --> Force restart iPhone - Apple Support

Thank you so much sir. The force restart works but for a short time, should I force restart every time I use the camera? Should not this harm the phone. By the way the front camera is not having the same problem. It works well.
