Hi - helping out my technophobic uncle - does anyone know what this persistent boxed number is on the iPhone 13 screen? It won't go away - he's able to open apps and they work normally, but when he closes the app, the number is still there. The number doesn't change, it's stuck at 2:59.

Check the Wallpaper that he may be using. Looks like this may be a part of the Wallpaper. Change the Wallpaper and see whether that resolves the issue:
Open Settings ➔ Wallpaper: Here make the changes to determine whether it is the wallpaper or not.

This is probably triggered by some third-party app.
Thank you, SravanKrA! He did restart the phone and it disappeared. Technophobic as he is, he's afraid it's a virus/malware. I'll tell him to check his third-party app. Thanks again!
It's not part of the wallpaper, it's superimposed on the icons. Thank you for your your suggestion, Axel Foley.
