Apple Watch will not factory reset using workaround.

Does anyone have a solution for resetting my mom’s Apple Watch back to factory so that I can re-pair it to her phone? She keeps getting the message of too many passcode attempts; even though she said that she only entered it once before it started behaving this way.

I’ve tried the hard reset by holding down the power button>hard pressing the Power Off button>Erase All Content and Settings…but the Watch will spin as though it is resetting, never go to the ticker screen, and goes back to the charging screen.

And then insanity all over again.
