Apple doesn’t usually disclose these sorts of details, past general statements at most.

Usually, because the frequencies or the capabilities are not authorized by the responsible regulatory authorities. Start with the local communications regulator, and of the permissible uses of the associated frequencies. In this case, UWB—since it’s effectively sprawled across a whole lot of frequencies and uses—can run afoul of regulations around spark-gap transmissions, and regulations around radio frequency noise. There can be other requirements or limits or licenses required for the transmissions.
If that isn’t the limit here, then you’ll need to review the personal privacy and tracking regulations, as those could conceivably preclude what UWB provides.
These country-specific differences can also be that Apple decided to not provide the feature in certain places, though that appears to not be the case here based on Apple’s general statement.
The general statement from Apple: Ultra Wideband availability - Apple Support is this:
Ultra Wideband is available on iPhone 11, iPhone 12, and iPhone 13 models. Ultra Wideband isn't available in all countries or regions and is subject to international regulatory requirements that require it to be turned off in certain locations.

This is a user forum of other users, not Apple. I am guessing Apple is working hard at getting all features of the AirTags to work in as many areas of the world as possible. Patience is the key......
Assuming that you live in Indonesia, you should be able to obtain what these restrictions are from your government ... right?
