accessing hotspot

i depend on my phones hotspot here at work, however its only available when i have the settings opened, am i doing something wrong?

See this support article:--> If Personal Hotspot is not working on your iPhone or iPad (Wi-Fi + Cellular) – Apple Support (UK)

If the issue persists, since that's a specific service provided by your cellular carrier, contact them and explain your problem.

my hotspot is working fine however my question is why do i have to open the settings app to get it to connect. for instance im using it now and its great but if i take my phone away for a bit and then come back my laptop cant connect to it till i open the settings app on my phone. i just want to know if thats normal or am i doing something wrong?
