Apple+ TV Subscription
I want to add another family member that has apple TV subscription. Can they continue to use Apple TV without being charges for the streaming service

Yes. See Share Apple and App Store subscriptions with family members on iPhone - Apple Support, for example, and make sure that your subscriptions are being shared, then they should be able to cancel their subscription but continue to get access to Apple TV+.
