My iPhone 6 is not updating. It is still on 12.5.5 and says no newer updates

That is correct. The iPhone 6 will not support an iOS higher than 12.5.5. It does not have the required hardware to support it. iOS 12.5.5 is the last one for the iPhone 6. If you are in need of a higher version of iOS, then you will need to purchase a newer iPhone.
