I have an iPad that is used by multiple family members, and I don’t want Apple Pay on it. Is there anyway to disable Apple Pay or apple wallet for one device? I still need this iPad on my Apple ID, so I can’t change that. How do I remove Apple Pay from a single device?

I already did exactly what you are suggesting, and it removed the entire card from my entire account, so now I don’t have it on my account at all. So what you are suggesting does not work
That is not what I asked. I don’t want Apple Pay on one of my devices. Nothing to do with removing cards from my account. I want it so that one of my devices does not have access to my Apple Pay. Is that possible?

Indeed the action I suggest has nothing to do with removing cards from the account.
Have you added the card back on the other device(s) where you wish it (them) to appear? It should not automatically add back to the iPad.
Again, we're just talking about cards at Settings > Wallet & Apple Pay and not cards at Settings > [Your Apple ID] > Payment & Shipping
Go to Settings > Wallet & Apple Pay and remove each individual card that's there.
