Scam. Nobody but the owner of an AppleID can make any changes to that AppleID. The only identifiers Apple knows are your AppleID login email and your name and telephone number. So only you can login to your AppleID and make changes, or contact Apple support about an issue with your AppleID.
AppleIDs are private, personal login IDs for Apple online services. Apple won’t communicate with anyone but the account owner, and then only if the owner first contacted Apple support about an issue and needed a call back or a reply to that request for assistance.
