My IPad 4 will not let me update from IOS 10.3.3 as it says “your software is up to date “

An iPad 4 isn't capable of 11 or above. If your model is subject to the GPS issue which 10.3.4 patches, remove the beta profile from the unit and check that it can properly communicate with Apple's servers.
