So I’m perma ban from Snapchat since November 20 2021 and I just got a brand new phone so can I still use my current Apple ID and phone number to use snap again or get whole new number and Apple ID to be able to snap

Changing your Apple ID and phone number can be done, but there are numerous unpleasant implications (you'll lose all of your data linked to your old ID).
A better solution is to work with Snapchat to get reinstated.
