You can:

Put your Apple Watch on silent. (Swipe up on the watch face and tap the bell)
Send Activity notifications to Notification Centre (From the Watch app, tap 'My Watch' > Notifications > Activity > Sent to Notification Centre)
Turn Activity notifications off overall. (Follow the above steps but tap 'Notifications Off')

Other than these options, there is no way to just turn off the sound when receiving the notification. You can suggest feedback directly to Apple here: Product Feedback - Apple
