I am having a problem with the iCloud saved game data

I am having a problem with cloud saved game data on my iPad I am trying to recover and put my old fallout shelter game data on my iPad that I originally played on my old iOS iPhone that I no longer have it keeps on saying an cloud activation error I have the drive on and I see my saved data on fallout but it isn’t going to the game and help
