I'm not able to use Apple Pay
I haven’t been able to use my Apple Pay for years. How can I resolve this issue??

Contact your bank and see if it supports Apple Pay. Most visa and master cards support it. For example in pakistan where I live, only Standard chartered, HSBC and citi bank support apple pay while most of the local banks do not.
