Smart Playlist Not Syncing Between iTunes and Apple Music App

I've run into an issue where a smart playlist I've created on iTunes is different when viewed on my iPhone's Music app. One of the rules I've included in the playlist makes use of the "Last Played" value - I wanted to create a playlist of music that hadn't been played in the last 10 days. What I've noticed is that the "Last Played" value seems to be different between iTunes and the Music app on my iPhone - the playlist on the phone will consist of songs that haven't been played on the Music app for the last 10 days, and the playlist in iTunes will be made up of songs that haven't been played on the PC in the last 10 days.

Any suggestions on what could be wrong? I have enabled iCloud in iTunes and "Sync Library" is enabled for the Music app on my iPhone.
