I just want to know is there a way to report a bug to apple for any issue related to their software and other products. I found an issue MacOS Monterey.

If you paid the annual developers' account fee of $99USD, then you could submit a bug report with attachments via the included macOS Feedback Assistant application.
Many of those that post have sworn that they have found a bug, and it turns out to be exactly how the operating system was written to function. As BobTheFisherman has requested, share the "bug" with us.

What Mac model and year do you have?
Did this problem suddenly appear? If so was it after an upgrade or update?
What attempts have you made to correct the problem?k
Give this a try: boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.
NOTE: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following;
• Verifies your startup disk and attempts to repair directory issues, if needed
• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)
• Prevents Startup Items and Login Items from opening automatically
• Disables user-installed fonts
• Deletes font caches, kernel cache, and other system cache files
What ?? I will pay for reporting an issue to Apple in their product ??? I am shocked to hear it...!!
As you guys requested here is the screenshot. It happened while clicking Displays from System Preference menu. I am sure it is an OS bug. It may not be consistently reproducible. It was happening 3-4 times for me then it started working.

But anyways, I am using a mackbook Pro 16 inch 2019 model. I was using MacOS Big Sur 11.6 Today morning I upgraded to MacOS Monetery 12.1 After that I have seen the problem while trying to setup external display. I have one Acer CB282K Monitor connected to the Mackbook.
I explained how you could report a bug with attachments. That feature is only available to paid developers anyway, so in your case, you pay nothing and attach nothing when using the non-Developer feedback solution.
I have never seen that dialog before, and I am not new to macOS. By itself, that dialog does not help with any resolution.
Can't help you with external displays. That's above my pay grade. But the Safe Mode boot has the capability of fixing a number of problems with the OS with it's repairing and cache cleaning featires. lt wouldn't hurt to give it a try.
Well, it is not an issue that is causing complete outage and loss of productivity. But it is a bug in their software where some failure in internal logic triggered that. Customer is not suppose to see this in normal operation. Since I come from Software Background I understand the value of catching a bug and fixing it. So, I thought of reporting that to apple. Issue is now gone and not holding me there. Because apple claims their products are of Gold standard such issue should not crop up. It is just an effort make their product better. I am using my precious time to report an issue for Apple..!!! I could have simply move on ignoring the issue.
This is good place to report issue. I wish they provided an option for attaching screenshot. At present I don't see that option. Screenshots and other details helps understanding the problem better.
Why not let us in on the "bug". Post a screenshot here. Maybe someone has a suggestion, solution, or work-around.
