On the iPhone with iOS 15: no, on a Mac: yes: Retouch a photo to fix marks and blemishes in Photos on Mac – Apple Support (UK)

The only chance for Retouching you have on the iPhone in Photos is the Markup tool.

Are you talking about the Mac or the iPhone? This is the Mac board.
