Blank Mail screen and email icons along bottom: fix?

When the Mail app is open on iPad with iOS 14, I get this screen. How did this happen? How do I avoid it? How do I fix it?

Have you checked to ensure that your email account is still configured on your iPad?

Settings > Mail > Accounts

If not, you may need to re-add the account(s) to your iPad:

I should also say: yes, I’ve powered off/on and reopened Mail and this is what it looks like.

I’ve offloaded app and reinstalled it. Same thing. Got rid of smaller icons but still showing no emails.

It shows the number of unread messages. I believe the account is still valid.

Fixed: Mail app was disallowed from using iCloud in Settings.
