we had a power outage and the apple tv light is blinking constantly and will not produce video

It is telling you it likely needs a reset which requires a trip to your local Apple Store or AASP. However first try:
- Unplug your modem from its power source and Restart Modem.
- Unplug your router from its power source and Restart router.
- Unplug Apple TV from Power for 2-3 minutes – re-plug in and retest.
