multi-user backup of MacBook Air

Couple of questions:

When backing up a MacBook Air (mid 2015), is it by user or by machine?
If it is by user, can I use the same external storage device to back up for different users?

By machine for Time Machine.

I use Carbon Copy Cloner v6 too. Its backup facility, cloning by name, is far more flexible and configurable than TM. And it's compatible with Setup and Migration Assistant.
