My apps are on my new iPad, but they won’t load.

If there are many apps they may take a while to completely load. It does not load them all at once.

If its been more than a few hours with no improvement, restart the iPad: link-> Restart your iPad - Apple Support

Of you have many Apps waiting for download after transferring your data and settings to a new iPad, try a long-touch (i.e., touch and hold) of any App that appears to be stuck; next select Prioritise Download. This action should kick-start and complete the App installation process.
