If you have not set up the new phone yet see→Transfer data from your previous iOS or iPadOS device to your new iPhone, iPad, or iPod touch - Apple Support

You can also clear the new phone and set it up again→Restore your iPhone, iPad, or iPod to factory settings - Apple Support. This will erase everything on it.

If you have already set up the new phone and don’t want to clear it and start over, on both the old and new phones go to Settings/[your name]/iCloud and turn on the switch for Messages.
