Security and Privacy preference pane will not open – endless spinning beach ball

Here's my system for background information:

MacPro 5,1 (mid 2010) running Catalina 10.15.7

2x 3.46 Ghz 6 core Xeon

128 GB RAM

NVIDIA GTX 680 4GB

firmware 144.0.0.0.0

SIP disabled

Newer Tech esata pcie card with two RAID 0 volumes, one 12TB and one 16TB using Chronosync to sync 12TB to the 16TB for data redundancy.

I recently noticed Chronosync was not running its schedule at 1:00 am everyday. I launched Chrono and noticed that the volumes had been dropped by Chrono. It seems there was some permissions problem so I ran Disk Utility, repaired and then mounted and synced the volumes. That was the last thing I did before I noticed that I could not get into the Security and Privacy Pane.


What I've done so far but with no success:

Started in Recovery and repaired permissions on all volumes

Made sure SIP was disabled

Started in Safe mode

Created a new user

Reinstalled Catalina but did not wipe the drive.


Any ideas of what else to try next?
