If you’re referring to recovery them from iCloud photo, you cannot unless you made an independent copy somewhere like a laptop hard drive. When you delete photos in iCloud photo, they go into the recently deleted folder. They can be recovered from there up to 30 days. After 30 days, they are permanently purged.
