Which service were you using? Apple Pay? iTunes or App store?

If you were using the iTunes or App stores, you ask for a refund this way:

Request a refund for apps or content that you bought from Apple - Apple Support

If you "disputed" the charge by blocking payment through your card company, you defaulted on a payment you owe and Apple may place a lock on your account. You will need to contact Apple to get this resolved:

If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

If this was with Apple Pay:

"Dispute a credit or debit card charge made using Apple Pay
