My son got a MacBook Air for Christmas. He has logged in and set it up using his iCloud information but when he opens the photos he sees only the photos of his sister. How do I fix this?

Do you mean he sees only his sister's photos? If so, they are likely sharing an Apple ID; that's not a good practice. Each user should have their own Apple ID.
