Hello so I accidentally deleted a video on recently deleted and it was very important im pretty sure lt saved to my iCloud is there any way I can get it back?

If you believe that you had backed up this video file to iCloud prior to it being deleted, you can try restoring from that backup.

Go to Settings/[your name]/iCloud. If the switch for Photos is ON, your video has been deleted and is not recoverable. If it is OFF you can restore your backup to the phone→Restore your iPhone, iPad, or iPod touch from a backup - Apple Support, however, if you do this is will overwrite everything on your phone, not just the video.

If you synced it to iCloud, because Photos was turned on in iCloud settings, you can’t get it back. If you do not sync to iCloud you can restore a backup, as Tesserax said.
