I think my Apple ID is locked but I’m getting a message from settings on my iPhone saying : Account details unavailable

I disconnected from wifi and enabled the data setting in the mobile data menu for the settings app.
had to try and retry a few times before i could enter the passwords and security menu.

You have been to the correct article for a locked or disabled Apple ID. Did you follow the steps?
Have you tested you Apple ID on another device?
Do you have two-factor enabled: Two-factor authentication for Apple ID?
Does it work at iCloud.com with a computer's browser?
Have you tested on another network or cellular data?
When is the last time it worked as expected?
