Unable to transfer cellular plan from Apple Watch 5 to 7

Upgraded Apple Watch 5 to an Apple Watch 7. My cellular is not activating on aws7. I can go back to my aws5 and cellular enables upon pairing, but not the aws7 after unpairing the aws5.
