The photo edit mode does not have portrait available at the top of the screen. Cannot tap portrait as suggested???

I want to change an existing photo taken with my iPhone to portrait mode. As previously suggested the photo edit feature does not include portrait at the top of the screen. What to do?

When you tap EDIT to edit a photo on your iPhone, the Portrait Mode setting will not appear unless the original photo was taken in Portrait Mode to begin with. If normal photo mode was used to take the photo, then the Portrait option will not appear in edit.
