Unable to reset my airpods

I have a new pair of AirPods and they will not reset or all the pairing feature. The case is fully charged and the light remains green and when I depress the reset Botton for 15 seconds. It seems that the one or other of the AirPods are not charged or recognized. Even the unit is new I attempted to clean the contacts with with a cotton swab and alcohol.
