Apple ID not active

Hi, we have bought an iPad for our daughter and tried to set her up with an Apple ID. She has a iCloud address and the iPad settings tab is registered in this new ID; unfortunately now whenever we need to enter her password we see a message saying that the Apple ID account is not active. We cannot even log out of the iPad or anything, the iPad is registering her ID however Apple security appears not to. This is extra-ordinarily weird, not to mention frustrating.

Select "Apple ID"

Select "Other Apple ID Topics"

Select "The topic is not listed"
