Please check your Screen Time Restrictions.

Sorry to hear you are having issues with signing into your iCloud Settings.
First, confirm you are updated to the latest iOS 15.2 within Settings > General > Software Update.
If you are, confirm if you are connected to a stable cellular or wifi network. If you are not, you will not be able to manage or sign into iCloud Settings.
Next, check to see if you have any Screen Time restrictions enabled under Settings > Screen Time > Content & Privacy Restrictions. If so, turn off Screen Time or make sure ‘Account Changes’ is set to Allow.
If the issue still has not resolved itself, I would recommend resetting your network settings.
Afterwards, try to sign into iCloud settings again.
Note: you will need to re-enter your wifi password, if previously connected to wifi, after iPhone restarts.
