Can an iPhone still turn on if the processor is broken?
Took it to get checked and the apple store clerk told me my processor was broken and I'd have to buy a new phone.(The phone still has power, Taptic Engine and Vibrations are functional but the screen is just black with a bunches of colored lines)

"Broken" does not necessarily mean dead, it can just mean damaged. From the display issues it is clear something is damaged, and from my perspective is unusable. You decide if "no display" works for you.
It's not going to be terribly useful for anything unless the processor is fully functional. The charging system might be able to partially function without the processor, but that's not going to be terribly useful.
