forum, you are not addressing apple here just fellow users
if cellular apple watch is not supported by the carriers of the country
or if the watch is from usa, canada or mexico which use another esim system then the rest of the world then that would be the cause
you can try contacting apple Get Support (apple.com)
and or give them feedback Product Feedback - Apple
