Using iTunes, I need to upload the whole photo folder from PC to iPad (to be seen as a photo folder there!)
With iCloud photos on, I do not seem to be able to do it - all the pictures from the folder blend in into the iCloud photos. I want to upload the folder "as a folder"
I was able to do it BEFORE I had iCloud photos!!!!!!

You should be able to drag an entire folder/album into iCloud using iCloud for Windows (https://support.apple.com/en-us/HT204283).
Correct, you cannot upload a folder into iCloud.com. You can add your folder into your pictures location where you sync your computer to iCloud using iCloud for Windows.
If you do not use iCloud for Windows, simply create a new album at iCloud.com and then just move the images into the album.
You seem to be wrong. I used iCloud for Windows and tried to drag the pictures FOLDER from PC in as you suggested.
When I dragged the folder in got message
"Uploading folders is NOT supported" See picture. So, no help at all. Just to repeat. I need to upload the whole photo folder from PC to iPad (to be seen as a photo folder there!, as was the case before I had iCloud Photos!) I do not want all the pictures from the folder to blend into rest of the pictures.
Any other alternative would be appreciated.

Yes, it should. Just like all of the other folders in your iPhoto location.
