Will apple watch cellular work without separate line ?

I have Apple Watch 4 cellular. Accordingly I pay $10/month to the carrier. After a year of using it I realized that there was only 1-2 instances where I actually used the watch without having the phone nearby, so it would make sense to drop this service from the carrier, use the watch like if it was non-cellular model, and save $$. I wonder if it's possible though, i.e. whether the cellular model work as GPS-only model if it does not have this service from the carrier.
