How to download Apple App Store on my government via iPad
I can’t open apple App Store or download it with safari that’s what came with this I pad anyone got any suggestions

The Apple App Store app is built in to the iPad and cannot be deleted. You cannot download it through Safari at all since it cannot be deleted. To my knowledge there's no government that limits the Apple App Store on iOS devices.
Check Settings->Screen Time->Content & Privacy Restrictions->iTunes & App Store Purchases->Installing Apps, and make sure its turned on.
If it is, then check the App Library, it may have been moved there by mistake.
