You have completely run out free space on your iPhone. You can try a forced restart to see if it will come alive. If it does not you will need to connect it to your computer and restore it as a new device.

Is there no safe mode to remove some apps ?

No.

There are many people out there having the same problem. This is %100 design error of the OS, but Apple doesn’t care about the users. That’s a shame. Still waiting and hoping.
