I’ve $10.11 trying to subscribe on my iTunes but it’s says insufficient balance why and what should I do

If you re in the USA, the iTunes Store will add sales tax according to the jurisdiction of your shipping address. If you are buying something for $9.99, then $10.11 may not be enough to cover it.
