Stuck in Verifying Loop - appleId Password Reset

I am stuck securing my Apple ID... they farthest I've gotten is "verifiying" with Spinning wheel...

what I have done so far.

From the device:

Settings --> applId --> enter password

After several attempts the account gets Locked.

From the device:

Attempted to change apple ID password with passcode. I get stuck with a message that says my passcode is incorrect even though its the passcode I use to unlock the phone. After three attempts it says to try again in an hour.

From iforgot.apple.com

enter appleId

confirmed trusted phone number with two factor challenge code (six digits)

go to device to unlock --> click notification to unlock apple id.

confirm trusted phone number again

received and entered two factor challenge code (six digits)

routed me to Login to appleID password.

got to Verifying with a spinning wheel

From appleId.apple.com almost the same process as above

entered apple ID

clicked forgot password

confirmed trusted phone number with two factor challenge code (six digits)

go to device to unlock --> click notification to unlock apple id.

confirm trusted phone number again

received and entered two factor challenge code (six digits)

routed me to Login to appleID password.

got to Verifying with a spinning wheel

From Apple support App

looked up appleId from app login

clicked Forgot password.

same steps as above.

called Apple Support, retried all of the above "sollutions" with the same results. They say there is nothing they can do and we have to wait for SSE (Engineering to respond) its been weeks.

any advice?
