Remote for Apple TV

I got my Apple TV to turn on, but the remote controls will not let me navigate. The menu button will not work and neither will the up down right left arrows. So I can neither turn the Apple TV off, or move the cursors to select a program, etc. I have changed the batteries twice in one day. Thus I can not even select Settings to see what is going on.
