Transferring data from old ipad to new ipad without iTunes?
I am trying to use the lightning cable/USB c to transfer data from an older ipad to a new ipad

That’s not a feature. You can do device to device wirelessly using Quick Start, but it requires both devices to be running iOS 11 or later, or by using iCloud backups, or by using Finder / iTunes.
