I can't add my Visa card to my wallet

This is how you setup Apple Pay. Set up Apple Pay - Apple Support To be able to add a card, you have to first be in an area that supports Apple Pay. Then you should be able to add a card. If the card cannot be added, that would have to do with your bank or issuing institution. You would have to ask them if they support Apple Pay.
