I received a email from Apple that I made an purchase from I tunes but I did not make the purchase. I tried to change my password on my Apple ID but it won’t let me change it.

I received an email from Apple stating I made a purchase from iTunes. I did not I went to change my password and it won’t let me change it. I to stop this purchase can you help?
