This is not an Apple “problem” or a fault - but, as indicated in the screenshot, is actually the host network blocking use of encrypted protocols. Your iPad is [correctly] providing a privacy warning.

Be aware that the UK NHS networks block encrypted protocols - presumably to allow traffic inspection (hence the privacy warning) for all traffic carried over their networks.

In this example, your iPad is attempting to mask your DNS lookup by using DoH (i.e., DNS over HTTPS) or other secure protocol. Your local NHS network is blocking this traffic - and your iPad must instead use “vanilla” DNS (which is not encrypted) for its IP Address lookup. Without the benefit of encryption, this DNS traffic can be monitored by your (presumed) employer.

Your original post was perhaps a little ambiguous. Whilst you mentioned working for the NHS, you omitted the additional detail as to the location that you are experiencing your perceived issue.

Some ISPs (such as Sky and Virgin Media) in the UK are also known to block some encrypted protocols for domestic customers. By contrast, BT do not block VPN or encrypted DNS traffic.

If you can provide more detail, it may be possible to further research your issue.
