How to restore SSD from Time Machine? "Error 49245"

I'm trying to restore my MacBook's internal SSD from a Time Machine external drive. I have two backups onto two external drives (to be safe). My steps are:

  • Open Disc Utilty.
  • Select "Macintosh HD" (my MacBook's internal SSD).
  • Click "Restore."
  • Select one of the Time Machine external drives from the dropdown menu.
  • Click "Restore."
  • Disc Utility says "The operation couldn’t be completed. (OSStatus error 49245.)"

This happens with both Time Machine external drives.

Disc Utility shows two internal SSDs:

  • Macintosh HD (APFS)
  • Macintosh HD - Data (APFS Case-sensitive)

Both images show 181GB (out of 256GB) used.

I get the same error restoring to either Macintosh HD or Macintosh HD - Data.

I ran First Aid on both Macintosh HD and Macintosh HD - Data.

I'd like to reformat the internal SSD as APFS (not case-sensitive).

When I erase "Macintosh HD" the operation completes successfully.

When I erase "Macintosh HD - Data" I get this error:

"The volume “Macintosh HD - Data” on disk1s5 couldn’t be unmounted because it is in use by process 69 (fseventsd)

Couldn’t unmount disk. : (-69888)"

Maybe process 69 is what's stopping the restore as well as the erase? What is process 69 and how do I stop it?
