I keep getting the message that I need to review my account as this Apple ID has not accessed the App Store before but it sends me on a loop of signing in

And when you sign in, it is taking you back to sign in again? Do you have a valid payment method assigned to your account? If you are having difficulty dealing with managing the account, then you need to use the Get Support link to contact Apple Support for them to help.
