Does this mean that you are receiving the wireless signal directly (to the iPhone) from a central (Wi-Fi) mast, or do you have some kind of intermediate receiver/modem?
As Lyssa indicated, the exact HP printer model would be of interest. The iPhone and the printer both must be connected to the same Wi-Fi network (router). For AirPrint- supported printer models see About AirPrint - Apple Support.
If necessary, it may be possible to use a "travel router" (similar to the TP-Link TL-WR902AC) as a receiver in order to create a local Wi-Fi network (hotspot) for the connection of the iPhone and the printer.

Contact HP:
Perform a Chat Session with HP, asking them for assistance with setting this up. Perhaps bug fixes drivers have yet to be released.
What model of printer is it?
The wireless network needs to support AirPrint, and it is possible this network blocks that type of communication. You would need to talk to the owner of the network.
